Liberal Democrat Rural Affairs spokesperson Liam McArthur MSP has criticised the Scottish Government for failing to take steps to address the shortage of staff with appropriate skills for dealing with new flood risk management requirements.
Mr McArthur's comments come ahead of a debate in the Scottish Parliament on the Flood Risk Management Bill.

"Liberal Democrats welcome this Bill. It builds on the excellent foundation set in the Water Environment and Water Services Act and adopts many of the recommendations from the Rural Affairs Committee.
"A number of serious concerns remain, however, that the lack of skilled hydrologists and engineers will put pressure on local authorities and SEPA to deliver the proposals outlined in this Bill.
"Ministers must heed the warnings in relation to skills shortages and take decisive action to address this problem before this otherwise good Bill becomes an Act."
